15 February: further relaxations
It can't have escaped your attention: good news was shared at today's corona press conference. There will be further relaxations in the corona measures nationwide. This means that we are increasingly returning to the situation before corona, both in our society and in education. We are very happy that studying and working at HZ offers more opportunities again!
Below you will find the most important information in a row.
Short-term relaxations
As of Wednesday 16 February
- The national homeworking advice will be relaxed with immediate effect. HZ-employees can work 50% at HZ location and 50% at home. You will therefore meet more HZ employees on location.
As of Friday 18 February
- The maximum group size in education expires.
- The quarantine rules will be adjusted. These can be found on quarantainecheck.nl.
From Friday 25 February
- As of this date, the requirement to wear a face mask will no longer apply. Wearing a face mask remains governmental advice, but from now on it is a free choice.
- The 1.5 metre measure will no longer apply. It remains advisable to keep this distance if possible.
Admission tickets in education
- The legislative proposals for corona admission tickets in education will be withdrawn. The possible use of this tickets for students and staff members is hereby cancelled.
These advices remain valid

7 February: postponement of binding study advice
As in the past two years, hbo-students in the propaedeutic phase will be given an extra year to obtain their compulsory credits. This news was announced today by the Netherlands Association of Universities of Applied Sciences.
What does the postponement of the binding study advice mean?
- Did you start your studies in 2019/2020 or 2020/2021 and did you not meet the 45 credits standard at the end of the academic year in question? Then the study advice was postponed by one year.
- Did you start your studies in 2021/2022 and do you not meet the standard of 45 credits? Then, too, the study advice will be postponed by one year.

27 January: relaxation of the face mask regulations
In this week's coronapress conference, a small relaxation of the face mask regulations was announced. Of course, we are looking forward to more flexibilities, but we will need to be patient for that. In any case, we hope that everyone will be able to have a smooth start of the second semester.
Keeping the UAS open together
We would like to keep the HZ open and safe. In order to do this responsibly, we need to adhere to certain rules. We understand that this is not always easy. However, as long as the national measures continue to apply, we at the HZ will also have to comply with them.
We are pleased that many students and staff members follow the corona rules. Yet we also see that there is often room for improvement. We therefore share a few guidelines, in which we urge everyone to (continue to) cooperate.
Face masks: when moving
- This rule has been changed: face masks must now be worn inside the buildings when moving around. If you are sitting down, you can take off your mouth mask. Try to keep 1.5 metres of distance from each other.
- You can read regulations about face masks at rijksoverheid.nl (only available in Dutch).
Health problems or positive tests?
- Do you need to be at the HZ and do you have health problems? Then check carefully whether you are allowed to visit the HZ.

Quarantine rules changed
- The national quarantine regulations have been adjusted. Visit quarantainecheck.nl in order to check when you have to go into quarantine and when you need to get tested.

18 January: face mask obligation
The government has tightened the rules on this subject in order to reduce the risk of infection, so that universities of applied sciences can remain open.
We would also like to keep the HZ open and safe. We really want to avoid teaching only online again. No one wants to miss the meetings at the HZ. So read along: when do you or do you not wear a face mask at the HZ?
Face masks: always wear them in the building
- Face masks must now be worn in the buildings everywhere and at all times, so not only when walking, but also when standing or sitting down. So for example also in classrooms and also at exams.
- This applies to everyone present in the educational buildings: students, staff and visitors.
- We understand that this is not an easy measure, but we count on your understanding and cooperation.
Exceptions to the use of face masks
- If wearing a face mask is an impediment for a student to follow an educational or research activity, it is not an obligation. A lecturer or researcher may then decide that a student may remove the mask. This can be done, for example, during a presentation.
Please note that in this case it must be possible to keep a distance of 1.5 metres. Afterwards, the lecturer will ask the student to put the face mask back on. If, as a lecturer or researcher, you have doubts about certain situations, please discuss them with colleagues or with your manager. - If wearing a face mask forms an obstacle for a lecturer or researcher in the care of a teaching or research activity and 1.5 metres distance can be kept, the face mask may be removed.
- If you eat or drink in a seat (outside a classroom) and a distance of 1.5 metres can be maintained, the mask may be removed. Afterwards, you put your face mask back on.
- If you are unable to wear a face mask for medical reasons, you should have applied for an exception. Students can report this to the dean, employees to their manager.
Government advices face masks
- Disposable face masks are recommended, medical face masks (type II) are preferred.
- The advice is not to wear cloth face masks anymore.
- You can read more about mouth masks at rijksoverheid.nl (only in Dutch).
Working at home
- Do you have a good reason to work at the HZ and have permission from your manager? Then register via the Self Service Portal before you come to the HZ location. If you are scheduled for activities, this notification is not necessary.
Open Day
- Good news, the Open Day on Saturday 5 February will take place on location. Involved colleagues will be informed directly about how we can organise this safely and properly.
15 January: UAS open for all students
Good news: at yesterday's press conference, the cabinet announced that universities of applied sciences may once again open their doors to all students. We are very happy about this and no doubt you are too.
We share the most important information and also the measures to take into account as of Monday 17 January.
Teaching and research
- Teaching and research activities may again take place at the HZ locations. Students will be informed through their own study programme about the implementation of timetables and/or activities where necessary.
- It requires a great deal of organisation on the part of HZ and the study programmes to switch back and forth, and you should bear in mind that the pace at which this happens can also vary between study programmes.
Tests and exams
- Tests and exams will take place as scheduled according to the timetables. We wish the students who take part in them good luck!
Face masks
- The government has expanded the use of face masks. Wearing a face mask is mandatory for all present - students, employees, visitors - in the educational buildings.
- A disposable mouth mask (type II) is recommended by the government.
Self-tests
- The advice to do a self-test twice a week remains valid. You can order the tests free of charge via zelftestonderwijs.nl.
In the buildings
- In the buildings it is recommended - where possible - to keep 1.5 metres distance from each other. During some (practical) lessons and in some (teaching) areas it is impossible to always keep this distance from each other. In these cases the 1.5 metre distance does not need to be maintained.
- The basic measures regarding hygiene, health and ventilation remain in force.
A maximum group size of 75 persons per teaching room applies. This does not apply to transition rooms or to test, examination and certification rooms.
Working from home
- The homeworking advice for employees remains valid. Only when necessary, work can be done at the HZ. This depends on the work or personal situation. Educational staff, for example, will more often work on location. Consult with your manager if necessary.

3 January: online education for the time being
First of all, we would like to wish you a beautiful and happy 2022! We would even prefer to share New Year's wishes with you in person, during meetings at the HZ. For the time being, however, we will continue to provide online education.
First week of January: online education
- In the press conference on Monday 3 January, it was announced that universities of applied sciences must continue to provide distance education for the time being. As HZ, we had already decided - in order to provide clarity in time - that the education week from Monday 10 to Friday 14 January will be provided online and not at HZ locations.
Exceptions
The following exceptions remain valid:
- Tests and exams can continue.
- Practical education can continue.
- Students in a vulnerable position (this is/will be determined in consultation with the Study Career Coach) may still physically come to the HZ.
- Research activities can only continue to take place at the institution's location if they are strictly site-specific.
- Students and staff who are allowed to physically come to the institution will, where possible, keep 1.5 metres distance from each other.

20 December: info on holidays and new year
Herewith you receive a new corona-update. We would like to share with you some additional information due to the closure of the universities of applied sciences and the upcoming Christmas holidays.
First week of classes after the holidays: also online
- On Monday 3 January, the government will take a new decision whether or not universities of applied sciences will be able to open their doors again as of Monday 10 January. We at HZ have decided to make our own choice in this matter: the week of lessons from Monday 10 to Friday 14 January will be given online and not at HZ locations.
- The exceptions mentioned earlier also apply to that week: students in vulnerable positions can come to the HZ and exams and practical training can continue. See also the update of 18 December.
Why do we make this choice?
- We want to give students and employees clarity about the contents of that week before the Christmas holidays. The holidays are meant for everyone to relax and with a timely decision we want to prevent unrest.
- With this choice, we avoid having to organise things differently at the last minute. This also makes it clear to students who are staying at home or abroad that they can also follow distance learning during that week.
When can you go to the HZ?
- The HZ is open to vulnerable students who want to study at the HZ between Monday 3 and Friday 14 January. You can make use of the study places or the Open Learning Centre at the Edisonweg. Please note: you need to arrange this in advance with your study career coach.
- Employees who need to be at HZ for essential reasons can discuss this with their manager. We ask you to register for your visit via the HZ Self Service Portal.
- New employees are allowed to work at the HZ - together with one HZ colleague - in order to be properly inducted. In this case, too, it is advisable to register via the HZ Self Service Portal.
Opening hours buildings
- The Edisonweg will be closed from Monday 27 December to Sunday 2 January. From Monday 3 to Friday 7 January the building will be open from 8.00-17.00 hrs.
- Het Groene Woud will close one day earlier than planned. This location will be closed from Thursday 23 December to Sunday 9 January.
Events
- We hope that at the beginning of the new year events like the HBO Experience and Open Day can take place again. We will come back to this around Monday 10 January.
Travelling abroad
- If you are going to travel abroad, please follow the travel advice issued by the Dutch government.
- Students are allowed to travel abroad for their study or internship. The guidelines used by the International Office are described in the FAQ on the HZ website.

- Please look out for each other and let your study supervisor (such as your OLC or dean) or manager know if you need extra support.

18 December: no physical education to 9 January
Herewith you receive the latest news as a result of today's press conference in which a new lockdown was announced. Part of this is that from Monday 20 December 2021 to Sunday 9 January 2022 all universities of applied sciences in the Netherlands will unfortunately be closed. We share the most important information with you right now.
Monday 20 December
We think it is important that classes will continue next week. We want to prevent study delays and we also find it important to close this year together - even if it is at a distance. In short:
- Monday is a 'switch day'. Wherever possible, lessons will be given online. However, there will be exceptions where we will have to organise activities differently, on location or hybrid.
- We will do our utmost to make the transition as smooth as possible and are confident that this will succeed.
- Where necessary, you will be informed by your study programme of the details for the coming week.
Most important new rules
As of next week, the following rules apply (based on rijksoverheid.nl):
- Students in a vulnerable position (this is determined in consultation with the StudyCareerCoach) and students who have to take exams and final exams may still physically come to the HZ.
- Tests and exams will take place.
- Practical education may also be given next week.
- Research activities can only continue to take place at the institution's location if they are strictly site-specific.
- Students who are allowed to physically come to the institution, keep 1.5 metres distance from each other where possible. This also applies to teaching staff.
- The media library remains open.
Perspective January
The starting point is that after the Christmas holidays, on Monday 10 January 2022, the education system can reopen. The government will take a decision on this no later than Monday 3 January. If physical education is still not possible, lessons will have to be given remotely.
Impact
We do understand that this lockdown can have impact on the well-being of students and staff. Therefore, keep an eye out for each other and let your study supervisor (such as your OLC or dean) or manager know if you can use some extra support.

29 November: education remain open
Herewith you receive the latest news from last Friday's press conference. Fortunately, higher education can remain open without any new measures. Education may also remain open after 5 p.m. and education as an essential activity is exempted from the negative travel advice.
As a reminder, the most important advices of the past period are listed below.
Education continues
- The requirement to wear a face mask remains in force when moving around the buildings.
- The basic measures concerning hygiene, health and ventilation remain in force.
- The advice to self-test also remains valid. You can order them for free at zelftestonderwijs.nl.
- The home working advice remains valid. Only when it is necessary, work can be done at the HZ. This depends on the work or personal situation. Discuss this with your manager.
Working at home tips
- Keeping a fixed daily rhythm, planning your lunch breaks and organising the workplace well: it's all important to be able to work comfortably at home and to stay healthy. Nevertheless, sometimes you need to refresh your memory. Therefore, staff member can find working at home tips at HZ Portal.
24 November: 1.5 metres no obligation in education
From Wednesday 24 November onwards, it will again be compulsory to maintain a distance of 1.5 metres from other people. This measure does not apply to higher education. Nor does it apply to the Open Day on Saturday 27 November. The advice remains to keep a distance from each other wherever possible. When moving around in the HZ buildings, a face mask is mandatory.
The government's advice to do a self-test twice a week before coming to college still applies. Self-tests can be requested via zelftestonderwijs.nl.
15 November: education remain open
Herewith you will receive the latest news as a result of last week press conference. The HZ crisis team also met today and made decisions about events, among other things.
Education continues

Good news, education will remain open. This is because of the importance of allowing this to continue physically as much as possible. Evening education can also continue.

There will be a maximum group size of 75 students (for the time being for the three week period), with an exception for examinations and exams. This maximum size applies to independent rooms and not to passageways such as corridors, etc. We continue to look critically at activities and try to keep groups as small as possible by spreading them out or finding other solutions.

The requirement to wear a face mask remains in force when moving around the buildings.

Events
- All necessary educational activities can take place at this time.

Corona tickets
- At the moment there is no question of introducing a corona access ticket in the mbo and hbo. Legally, however, the government is continuing to prepare a possible admission ticket in education. This is intended as a last resort measure to keep education open where necessary.
10 November: tightened regulations
You hereby receive an interim update on the corona measures. In the outside world, we see the number of corona infections increasing and unfortunately, this increase is also visible within the HZ.
Ensuring a safe university of applied sciences
In addition to complying with national regulations, we feel a great responsibility for ensuring that the learning and working environment at the HZ is as safe as possible. We want to keep the HZ open for students and employees. Some guidelines have therefore been tightened:
- All educational activities can take place. Group activities that are not necessary cannot go ahead. Where necessary, you will be informed by your study programme. A decision about the Kick-Off Festival, among other things, will be made in the coming week.
- The homeworking advice for employees of services has been tightened. You can notice that it is quieter in the buildings because of this.
Friday press conference
We expect additional measures to be announced for higher education in the press conference on Friday. We will keep you informed.

Adjusted measures
Home working advice tightened
From Wednesday 3 November, the government's homeworking advice has been tightened to 'work at home for at least half of your working hours'. The HZ will adopt this advice if it suits your work. Teaching staff will be on location more often in order to provide education. We ask education support staff to divide their working hours between working at home and working on location. We appeal to your own responsibility and consultation with your team and/or supervisor.
Face mask obligation
From Monday 8 November onwards, face masks are again compulsory in higher education. If you move around the HZ building you have to wear a face mask. If you are sitting down, you may remove your mask. We count on your cooperation, so we can keep the buildings open safely for students, staff and visitors.
Admission tickets
Netherlands Association of Universities of Applied Sciences: 'Admission permit not desirable'
The Cabinet is going to work on new legislation to introduce the admission ticket in higher education. The Netherlands Association of Universities of Applied Sciences has fundamental objections to the certificate. According to the organisation, education must remain accessible to students with and without a QR code, because the right to education is too important for this," explains Eva Kloosterman, spokesperson for the Netherlands Association of Universities of Applied Sciences in a national report. As HZ, we are keeping a close eye on the developments regarding the admission ticket. If necessary, we will inform you in time.
HZ Vitality Center
The use of an admission ticket is being introduced in gyms throughout the country. In our own HZ Vitality Center this is not yet an issue, as this is a private gym on our own location.
A safe university of applied sciences: this will not change
Measures within the buildings
To be able to keep our education safe, there are measures that (continue to) apply:
- Stick to the hygiene measures that are already known. We also communicate these via signs in the buildings.
- Stay at home if you have corona-related complaints.
Self-testing and vaccination
The government advice to do a self-test twice a week before you come to the workplace still applies. You can request self-tests via www.zelftestonderwijs.nl. Vaccinations also protect you and contribute to a safe educational environment. Self-testing and vaccination are a free choice and not a condition for coming to HZ.

16 September: relaxations for higher education
We hope you had a good start in the new academic year. We are very happy with the in-house ability to meet colleagues and students. The buzz in the buildings is fantastic. We will continue to give the safe university of applied sciences our full attention during this period.

Relaxations: this will change
Face masks: yes for now, later no
- Until Saturday 25 September, it is mandatory to wear a face mask in the corridors of the HZ buildings. We kindly ask you to follow this guideline.
- From Saturday 25 September this measure expires and face masks no longer need to be worn. Of course, you may still wear one if it makes you feel more comfortable.
Group sizes
- The maximum number of persons for an exam expires on Monday 20 September.
- The maximum group size of 75 students for all activities within the university expires on Saturday 25 September.
Travelling
- Educational activities abroad may in principle continue if the RIVM guidelines and local measures are taken into account. The programmes communicate about this where appropriate.
- We understand that there may be questions regarding the impact of the introduction of the corona pass in the Netherlands and abroad regarding study trips. This subject is on the crisis team’s agenda, we will come back to this shortly. If you have any questions, please share them via coronavirus@hz.nl.
Staff: working from home
The new slogan for working from home is: ‘Work from home if possible, at the work place when necessary’. The balance between these depends on your position and activities. We ask you to coordinate the details with your manager and/or team.

Activities & events
No tickets for educational activities
No admission tickets are required for educational activities at internal and external locations. However, there are exceptions where they are required.
Exceptions admission tickets
If activities are organized at external locations where admission tickets are obligatory, the following applies from Saturday 25 September::
- For activities for only HZ employees and students in ‘closed’ spaces, such as cafés and theatres, admission tickets need not be used. For example, a project day of a study programme with only HZ students and HZ employees in a theatre: an admission ticket is not necessary.
- For activities in public cafés and theatres, which are also aimed at external visitors, the use of admission tickets does apply. However, the rule does not apply to the staff of the public space concerned. For example, a film evening of HZ Cult for HZ students and external visitors in a cinema: an admission ticket is required.
On the calendar
The following activities, among others, are educational activities and do not require admission tickets:
- Parents evenings
Parent evenings for parents/carers of first-year hybrid students are organised in September. The form differs per programme: on-site or online. - Certificate ceremonies
The presentation of propedeuse certificates and diplomas is planned this month in the Lasloods in Vlissingen. If you have passed, you will receive an invitation and more information through their own study programme. You may have heard before that tickets are required, but this is not the case. - Open Day November
The possibilities for the Open Day are currently being worked out. The wish is to organise the day at the HZ on Saturday 27 November.

14 September: vaccination in the Netherlands
Invitation
All international HZ students who are registered with the Dutch municipality authorities will be invited to get a vaccination against COVID-19 in the Netherlands. You will automatically receive this invitation via postal mail. It is therefore important that the address at which you are registered with the municipality is accurate.
Make an appointment
If you already have a DigiD, you can make an appointment via coronatest.nl (in English) as soon as it is your age cohort’s turn. This way you do not have to wait until you receive the invitation. If you do not have Digid yet, you can apply for it here. It is also possible to make an appointment by phone, after you received the invitation via postal mail.
Vaccination location
Please note that if you make your appointment online, you may have to go to a vaccination location that is further away. If you make an appointment by phone, you can often go to a location nearby. The closest vaccination location is in Middelburg.
Do I need a BSN number to be vaccinated?
No, that is not necessary. You can also get vaccinated without a BSN number (citizen service number). You will then receive a general registration number, 999. As soon as you have received your BSN, you can apply for a Digid here. You then have to inform the GGD that your BSN needs to be changed. The International Office can help you with this. After that, you can download the app and your vaccination status in the app.

18 August: safe education, Kickoff Festival Zeeland, self-testing, introduction period
Measures that still apply
In order to keep education safe, there are conditions that (still) apply:
- Students and staff must wear a mouth mask when moving around the building. This applies to the corridors and central areas, not to classrooms.
- The walking routes on the sites remain valid.
- There is a maximum of 75 students per educational area, excluding staff. This measure is not relevant for almost all HZ rooms, with the exception of Room 0 and PE224 (Vlissingen) and the Auditorium (Middelburg).
- The by now familiar hygiene measures remain applicable. We will also communicate these in the buildings.
- We ask you not to come to the HZ with coronasymptoms.
Feeling safe
We can imagine that not everyone feels completely at ease when groups of people come together inside, for example because of a medical condition or the care for a vulnerable loved one. Would you rather not come to the HZ for personal reasons? Then report this to your study coordinator or manager. Together you will look at whether a solution is necessary and possible.
Self-testing and vaccination
The government strongly advises students and employees to do a self-test twice a week before coming to the HZ. By doing so, you help to detect coronas infections quickly. You can apply for self-tests until 1 September via zelftestonderwijs.nl. By getting vaccinated, you can also protect yourself and contribute to a safe educational environment. Self-testing and vaccination are a free choice and not a prerequisite for coming to the HZ.
Ventilation
In the next update we will inform you about the ventilation measures we have already taken or are still taking.
Introduction period
Introduction to programmes (full-time and part-time)
The introductions of the programmes in the week of Monday 30 August can fortunately take place as planned. Are you a first-year student? You can find the overview of the programmes and dates online.
Introduction senior students
Education-related introduction activities may continue. If your study programme (full-time or part-time) organises these, you will receive information from your study programme itself.
Introductions student associations
The student associations Aqua Ad Vinum, Marum Bibio and Fisa Flushing will communicate with the students who have signed up for the introduction activities themselves. We are still looking at what is possible and what is not.
Introduction international students
The arrival days for international students on Monday 30 August (Vlissingen) and Tuesday 31 August (Middelburg) -organised by the International Office- will take place as planned. You have received information by email.
Kickoff Festival Zeeland
To our great regret, the Kickoff Festival Zeeland on Thursday 2 September cannot take place. With space for only 750 visitors, we cannot offer the desired festive festival for all students in Zeeland. As soon as we can, we will let you know. Follow us on FB and Instagram for the latest updates.
13 August: 1,5 meter distance rule lapses
Universities of applied sciences are allowed to start the academic year on Monday 30 August without keeping a distance of 1.5 metres. This was decided by the government today after consultations on the relaxation of the coronagraphs.
Around 16 August an update by email
Early next week, you will receive an HZ corona update in your mailbox. It will contain the most important information about the start of the academic year. We will also give you information about the Kickoff Festival Zeeland and the introductory activities.
Students can return to the classrooms
"I am very pleased that students can go back to lecture again," says John Dane, chairman of the HZ Executive Board in the PZC. "Education is more than knowledge transfer. It is also about getting to know others in order to get to know yourself. That one and a half metres was a hindrance to that. You still couldn't look each other in the eye." Safe education: part of measures remains valid
The Netherlands Association of Universities of Applied Sciences has published a news item. "Not all coronation measures are off the table. For instance, the government has imposed a maximum of 75 students per teaching space. In addition, students and staff must wear a mouth mask when moving around. Students and staff are also urgently advised to do a self-test twice a week before coming to the college." In addition to the above measures, walking routes also remain in force. 30 July: ordering free self-tests extended
The possibility of ordering self-tests has been extended until 1 September. The government has decided to do so because of the developments in the epidemiological situation and the remaining uncertainty about the measures in the new academic year. Students and employees can order self-tests via www.zelftestonderwijs.nl.
14 July: free self-tests available up to 31 July
Students and employees can order free self-tests via the website www.zelftestonderwijs.nl up to 31 July. We advise you to make use of this opportunity. If you order tests before the summer, you will have them before the start of the new academic year.
Preventive testing
With self-testing, you help detect coronas infections quickly. It has a preventive effect and prevents the virus from spreading. Even if you have been vaccinated, you can still become infected and infect others. Doing a self-test therefore remains important. It's a small effort, but it can prevent a lot of trouble. The advice is to do a self-test before visiting the HZ.
Free to order
The tests are intended for those who have no complaints. You can order the tests for free. You log in to the website with your HZ account. Please note that the delivery time is five working days on average. You will receive instructions on how to use the test. Self-testing is voluntary. You do not have to provide proof of a negative test to gain access to the HZ.
23 June: vaccination in the Netherlands
There was good news during the latest corona press conference by the Dutch Cabinet: relaxations for all sectors of society have been announced. It also offers more prospects for higher education. The start the new academic year can most probably go ahead ‘normally’, without too far-reaching corona restrictions. We have listed the most important information for you.
Face masks mandate expires
The face mask mandate expires nationwide from Saturday 26 June, unless keeping a 1.5-meter distance is not possible. Face masks will no longer be mandatory in the HZ buildings, except in situations where the 1.5-meter measure is not feasible. Think of practical education and in the elevators. Outside of this, wearing a face mask is a free choice for students and employees.
1.5-meter measure
The 1.5-meter distance measure is still in force in higher education until Monday 16 August in any case. On Friday 13 August, the Dutch Cabinet will make a final decision about lifting this measure. The decision is made on the basis of the epidemiological state of affairs and the vaccination rate - also among students - at that time.
In the event of a positive decision, the following will apply:
• Lectures may then take place without the 1.5-meter distance rule. This applies to both students and employees.
• Education-related introduction activities may take place without the 1.5-meter distance rule.
Education until the summer holidays
Until the summer holidays, we will keep to the current schedules whereby students come to the HZ on average one time a week for educational activities. The guidelines for sitting tests also remain unchanged.
Education in the new academic year
In the new academic year we want to combine ‘on campus’ education (at HZ locations) with online education. As the personal university of applied sciences, we consider social contacts, personal encounters and interaction very important. You probably missed these too. Group work, supervision, coaching and (work)lectures will be planned on location as much as possible. Practical education will also be planned - just like it is now - at the HZ locations.
However, the experiences of the past academic year have also given us inspiration and energy for online collaboration. We learned a lot about the effects, limitations and opportunities of online education. We are going to keep the good things. The study programmes therefore will make choices in the mix of ‘on campus’ and online education. They determine what will work best for the learning process. Finally, in case of changes we will always follow the government’s corona policies and measures, but we will also always explore the possibilities within the measures.
Graduation presentations, graduation ceremonies and introduction period
The planned graduation presentations and graduation ceremonies (walk-thru) for the summer will take place in accordance with the previously chosen format and invitations. The preparations for the introduction period and the Kickoff Festival Zeeland are in full swing. All information can be found on www.kickofffestival.nl and the social media of the festival.
Self-test advice
With self-tests you can help to quickly detect corona infections. The advice remains to take a self-test before you visit HZ. Also do this after returning from a holiday abroad and at the start of the academic year. You can order free tests until the end of July via www.zelftestonderwijs.nl. We also make self-tests available to new students in the run-up to the introduction and the start of the new academic year. Information about this will follow. Self-testing is voluntary. If you have health problems, please make an appointment with the GGD for a regular test.

2 June: vaccination in the Netherlands
With this update we inform you about the procedure to get a vaccination against COVID-19 as an international student.
Invitation
All international HZ students who are registered with the Dutch municipality authorities will be invited to get a vaccination against COVID-19 in the Netherlands. You will automatically receive this invitation via postal mail. It is therefore important that the address at which you are registered with the municipality is accurate.
Make an appointment
If you already have a DigiD, you can make an appointment via coronatest.nl (in English) as soon as it is your age cohort’s turn. This way you do not have to wait until you receive the invitation. If you do not have Digid yet, you can apply for it here. It is also possible to make an appointment by phone, after you received the invitation via postal mail.
Vaccination location
Please note that if you make your appointment online, you may have to go to a vaccination location that is further away. If you make an appointment by phone, you can often go to a location nearby. The closest vaccination location is in Middelburg.
Please note, make sure you get two shots with the same vaccine in one country.

20 May: self-tests available for students, employees and visitors
For HZ staff and students it is possible to order self tests via zelftestonderwijs.nl.
We also have sel-tests available for students who cannot order them themselves - e.g. Exchange students - and for visitors.
Self tests for students without a login
Students who do not (yet) have a HZ login, can request the tests via the HZ. They will then be sent to the home address.
Self tests for visitors
If an external visitor is received at a HZ location, this visitor must be registered in good time via the Self Service portal under the heading new visitor. The visitor can make use of the possibility to take a self-test prior to the visit. For this purpose, a self-test will be sent to the visitor.
How to apply for the self tests?
The visitor and student can request the self-test by sending an e-mail with the address details to coronavirus@hz.nl. Please note that, due to the processing time at the post office, this must be requested at least 2 working days before the actual visit to the location.
5 May: self-tests can be requested
As announced earlier, the government is going to offer self-tests to students and employees. Read the latest information and how to order the tests here.
Preventive self-testing
With self-testing you help to quickly detect corona infections. The tests are preventive and intended for those who do not have any symptoms. By testing regularly, together we can prevent the virus from spreading unnoticed. In this way, we create an environment where we can study and work safely. The advice is to take a self-test before visiting HZ. The tests can now be requested free of charge via www.zelftestonderwijs.nl (also in English).
Testing is voluntary
Self-testing is voluntary. Universities of applied sciences do not play a role in the control of the use of the self-tests. You do not have to provide proof of a negative test to gain access to HZ.
Good to know
The self-test does not replace the GGD test. Do you have complaints that may indicate you have the coronavirus or have you been in contact with an infected person? Then make an appointment to get tested at the GGD. Do this even if the result of the self-test is positive.
Basic rules continue to apply
We continue to work at a university of applied sciences where everyone can study and/or work in a safe way. The measures of a 1.5-meter distance, wearing a face mask and the hygiene rules remain in force. We also continue to ask you not to come to HZ when you possibly have corona symptoms.
Order
On the portal www.zelftestonderwijs.nl (also in English) you can order tests from now on. You log in with your HZ account. Every student and employee can initially place one order for a set of four self-tests. The delivery time is five working days. You will receive instructions on how to use the test. You will also find frequently asked questions on the website.

21 April: further opening
Hereby you receive an update following the coronapers conference of Tuesday 20 April. Fortunately, we can once again organise more physical education at the HZ locations.
More physical education from 10 May
We want to organise the further opening properly and safely. This requires considerable organisation and preparation in the short term. We are therefore very happy to open the doors for you on Monday 10 May -after the week of classes-.
What’s possible?
All study programmes are currently preparing for the relaxation whereby we try to have every student come to HZ location one time per week. For each programme, we are looking at which activities are possible, such as group work, guidance, coaching or lectures. We will do our utmost to meet the wishes of students and employees, focusing on social contacts, meetings and interaction (on content). Students are informed of changes by their own study programme.
The exceptions of practical education, tests and the guidance of vulnerable students remain valid. Finally, we also look at your study phase. If, for example, you are doing an internship, you will not notice much (yet).
Self-testing service and purpose self-testing
With self-testing you help to quickly detect corona infections and create a safe educational environment. Regular self-testing contributes to the reduction of the virus. Self-tests can be requested free of charge by students and employees from the first week of May via www.zelftestonderwijs.nl. Important to know, the self-test does not replace the GGD test. If you have any complaints that may indicate you have the coronavirus, make an appointment to get tested at the GGD. Discount on tuition fees

One year extra travel allowance
Students who are studying at a university of applied sciences can receive an additional 12 months of travel entitlement within the right to study funding. Check the Duo website for more information and the conditions.

14 April: perspective further opening and selftesting
This post provides you with an update following the corona press conference of Tuesday 13 April.
Perspectives as from 26 April
The government has the intention to make it possible for every HBO student to attend physical lectures on location once a week from Monday 26 April. A final decision on this will be taken on Tuesday 20 April. It depends on the corona infection rates at that time. The opening of HZ is not linked to self-testing.
Possibilities for a further opening of our doors
In the event of a positive decision we will make every possible effort to organize the further opening of HZ possible under the circumstances. For example, we have to take into account the capacity in the buildings, the annual planning and timetables of the programmes and the study phase in which the students currently are. We will further explain how we will open up for physical education in the week of 19 April.
Exceptions physical education
The exceptions for physical education that are currently available remain in place. Physical education is already possible for the guidance of vulnerable students, practical lectures, assessments and exams.
Self-testing service
A voluntary self-test service for students and employees is organized nationwide. The distribution of the self-tests takes place via a new SURF web shop. Detailed information on this will follow in the week of 19 April.
Testing is voluntary
Regular testing contributes to the reduction of the spread of the virus. The goal is to promote safety on the campuses. Self-testing is voluntary. Universities of applied sciences play no role in monitoring the use of self-testing. You do not need to provide proof of a negative test to access HZ.
Financial compensation extended
The financial compensation for students will be extended. If your supplementary grant stops or if you incur additional costs due to study delay, you may be eligible for financial compensation. More information can be found on the HZ website at the end of this week.

24 March: unfortunately no relaxations of the measures
At the press conference of Tuesday 23 March, the Dutch cabinet announced that there, unfortunately, will be no relaxations of the Corona measures for higher education at present. We regret this very much and would have hoped otherwise.
New opportunities
Perhaps more physical education will be possible from Monday 26 April. We will keep you informed on this when we receive more information from the government and the Association of Universities of Applied Sciences.

9 March: view of more physical education
Fortunately, at last Monday March 8 press conference, a relaxation of the corona measures for higher professional education was announced: from Monday 29 March, students are once again allowed to take classes on location one day a week. This is in line with the great desire of the universities of applied sciences and the students to be able to provide and follow more physical education. On Tuesday March 23, the house of representatives decides whether this will be a permanent measure.
Online and physical education
We are now going to prepare this step. Until March 29, online education will take place in the same way as it is now. The locations remain open for exams, practical training and supervision of vulnerable students. We will continue to strive for a good balance between online and physical education. Because we understand that studying under these circumstances can be difficult. This it is not what you expected or hoped for right now. And that even more relaxation measures are highly desirable.
24 February: response by the Association of UAS
The Netherlands Association of Universities of Applied Sciences is campaigning for more physical education. Maurice Limmen, chairman of the Association: "Our students and colleagues in the hbo yearn for more physical education. The welfare of our students is also suffering under the current heavy measures. We understand that the cabinet is making a broader assessment of the corona policy. But the importance of more physical education for our students cannot be overemphasised."
23 February: practical training in evening possible again
In the press conference of today, the government announced that practical education in the evening hours will be possible again. If this applies to your study programme, communication will also take place via your own study programme. The practical education is an addition to the existing exceptions to the curfew.
Furthermore, the current measures for higher education remain in force. The curfew has been extended until at least 15 March. If you have to travel during the curfew for study or work at the HZ, you must have the necessary papers with you. See also the news item of 22 January.
17 February: support package for education and students
Today, the outgoing education ministers Van Engelshoven and Slob presented their 'National Programme Education'. The programme is aimed at repairing the effects that the coronation measures have on education, from primary school to higher education, and will apply for the years 2021 and 2022.

11 February: allowances
Allowance for extra costs due to study delay
This is for all students who were enrolled in a government-funded study programme for at least 1 month in 2019/2020 and 2020/2021 and who obtained an AD or Bachelor’s degree in the period 1 September 2020 to 31 January 2021.
The fee is € 535. This is carried out automatically for those who have (received) a student grant or tuition fee credit.
For students who have not received funding from us, it is important that, when you returning to your home country, you have your addresses registered with the municipality. Information may still be collected from the institutions. It is important that you provide us with your bank account number. This can be done via My DUO or otherwise the form below can be downloaded.
Allowance for the cancellation of the (supplementary) grant
This is for students who no longer received their supplementary grant as from June, July, August or September 2020 because it had been used up (so they were only entitled to an interest-bearing loan).
You already received an automatic message about this and in September and November we paid € 1500,- as an allowance in case of an HBO enrolment. The form can be mailed to documenten@duo.nl. Everyone must have been notified about this before April 1, 2021. If this is not the case, you can make an application for this as from April.
2 February: no new measures
In the press conference of today by the government, no new corona measures were announced for higher education. Previously announced measures still apply, in any case, until Tuesday 2 March.
22 January: exceptions curfew

Exception for (practical) exams and exams
Fortunately, there is an exception to the curfew for students who must take a (practical) exam or exam in the evening. In this case, you will receive an exemption to be outside and to travel after 9 p.m. You must have your own statement + a statement from HZ + your proof of identity with you. You can pick up the HZ statement at the location where the activity takes place, after the activity has finished.
Exception internships in vital sectors
If you are doing an internship in a vital sector, such as in healthcare, there is an exception to the curfew. You must have your own statement + an employer’s statement + your proof of identity with you. So you must request an employer’s statement from your internship company.
Exception for some of our employees
An exception also applies to HZ employees who, due to the nature of their work, must be outside after 9 p.m. For example, the janitors or lecturers who are involved in exams at HZ. You must have your own statement + an employer’s statement from HZ + your proof of identity with you. You can request an employer’s statement via coronavirus@hz.nl. You can also contact this e-mail address if you have any questions.

Unfortunately, there are no exceptions for the following.
No exception for (practical) educational activities
Unfortunately, there are no exceptions for participation in practical educational activities. Communication about this, such as changes to schedules, will take place via your study programme.
No exception for vulnerable students
Unfortunately, no exceptions made been made for vulnerable students to be able to travel during the curfew for HZ activities or appointments.
22 January: opening hours, travelling abroad
Due to the introduction of a national curfew, we inform you about the consequences of the new measures for studying and working at HZ.
Curfew
The House of Representatives has agreed to a national curfew from 9 pm to 4.30 am. The curfew takes effect on Saturday January 23 until at least Tuesday February 9.
Opening hours HZ locations
The HZ locations are open from 8 a.m. to 6 p.m. If there are tests in the evening or other activities in line with the exceptions, the building is open longer.
Same measures for daytime activities
For daytime activities the same measures apply as indicated on 13 January. During the day, for example, there are still opportunities for practical educational activities, vulnerable groups and for administering exams and viewing exams that were made.
Exceptions to the curfew
Please check this page for the student and staff groups for which there are exceptions to the curfew and how to obtain the necessary forms to travel at night.
Travelling abroad
The Dutch cabinet has set a number of new travel restrictions for international travel. If you must go abroad for your internship or study, please inform yourself of the new measures and view the FAQ. A travel ban applies to employees for making non-essential work-related trips.
21 January: we will keep you informed
Yesterday, new coronation measures were announced at the press conference of the Dutch government. Today, these are debated in the Lower House.
More information will follow
As soon as the outcome of the debate is clear, the HZ crisis team will discuss the consequences the new measures have for studying and working at HZ. We will inform you as soon as possible about possible changes in the measures and practical matters.

- Guidance by the counsellors and psychologists can take place at the HZ location.
- To internships in the Netherlands, the rules that apply to the sector/branch where the internship is conducted are leading. If those activities continue, the internship can also continue.
For employees
- We will also be working from home in the coming period. Only employees who must be at the HZ locations for necessary reasons are allowed access to the buildings. This can be requested via your manager.
18 December: health problems? also stay at home during exam weeks
The exam period starts on 4 January. If you have exams, we wish you the best of luck! We would like to briefly draw your attention to the following.

Do you have health problems? If you have exams that are scheduled at HZ locations, we ask you to stay at home – despite it being the exam period. Please think about your own health and that of others. We count on your understanding and cooperation.
What if you cannot take an exam?
We ask you to contact your study career coach as soon as possible before the exam starts. Together we will try to find a suitable solution to resit your test within the possibilities and agreements of the Course and Examination Regulations. We will do everything we can so that you will not have a study delay.
14 December: due to new lockdown almost all education online
In connection with the announced lockdown, almost all the lectures will be given online at HZ from Wednesday 16 December. A limited number of activities will remain possible at the HZ locations. Read more about the measures for the period from Wednesday December 16 to Monday January 18 2021 here.
What will change for this period?
- From Wednesday, December 16 to Friday, December 18, all lectures take place online. After the Christmas holidays, all lectures also take place online from Monday 4 January to Friday 15 January. Practical lectures are an exception, see below.

In recent days we have seen that the masks are indeed being worn by students and employees. Thanks for everybody’s cooperation! Please remember that also when wearing a face mask: keep a 1.5-meter distance and stay at home with health problems.

14 October: face masks mandatory at HZ
Tuesday 13 October the Dutch government held a new press conference is which stricter national measures were announced, for at least the next two weeks. One new measure has been announced for higher education: face masks will become mandatory in public spaces. In this mailing we provide an explanation. We (again) want to bring a number of things to your attention.
Face masks: mandatory in public HZ-spaces
Wearing a face mask in public spaces in educational buildings is soon mandatory in The Netherlands. HZ introduces this measure as from Thursday 15 October. The obligation to wear a face mask applies to students, staff and visitors. The public spaces include the halls, corridors, elevators, stairwells, the atrium/restaurant, the media library, the bookshop, the HZ café and the toilets. If you have no face mask with you, you can obtain one at the reception desk in Vlissingen or Middelburg (limited stock). Please note that 1.5 metre distance measure still applies when wearing a face mask. Read the FAQ about face masks.
Public transport
Physical education, internships and location-based research are considered necessary activities for which you are allowed to travel by public transport. The advice remains to travel with your own transport as much as possible.
Maximum group sizes
The limitation of the maximum group sizes to 30 people does not apply to education. This also does not apply if the education takes place at an external location.
Only travel when necessary
The government advises to travel as little as possible with the Netherlands and abroad, also during the holiday period. Travel to orange areas is not recommended. The advice is to only travel there when necessary.

We would like to remind you of the following request we issued: leave windows and ventilation grilles open for good air circulation.

2 October: whether or not to go to HZ, what to do in the event of contamination
Whether or not to go to HZ in case of health issues?
Work from home as much as possible, unless there really is no other option. Do
you still have to be at HZ but you have health issues? Then check here whether or notyou can visit HZ.
What to do in the event of (possible) contamination?
What steps do you have to take if you are (possibly) infected? Whom do you
contact? It is all explained here in this step-by-step plan.
Will HZ communicate about infections?
We will not communicate about this HZ-wide. We want to prevent unnecessary
unrest and laws and regulations (GDPR) also limit what we may communicate.
Where possible, students and employees are informed in case they may have been
in contact with someone with corona. This will always be done in consultation
with the GGD.
2 October: masks and ventilation
What was it nice to be able to meet each other -students and employees- ‘live’ again over the past period. Unfortunately, the increase in the number of infections and new government measures mean that we, like others, have to tighten up the rules again. We are doing this in the interests of everyone's health. Moreover, in Zeeland, the largest group with infections are young people between the ages of 19 and 29. This is an extra point of attention for us as an educational institution. In addition to online education, the planned education will continue at the HZ locations. We will continue to work together to maintain a safe university of applied sciences.
Use of face masks
The government has given urgent advice to wear masks in public places. At the moment, nothing changes in the rules of wearing masks at universities of applied sciences. At these educational institutions, the 1.5-metre distance applies and this can be well complied with thanks to the combination of physical and online education. The HZ follows the urgent advice of the government. Wearing a mask is not an obligation but a personal choice. The face mask is mandatory in laboratories and practice rooms where it is not possible to keep a 1.5 metre distance. Also when travelling with a HZ car. When new rules are introduced, we will communicate them.
Ventilation according to the guidelines
Ventilation in the HZ buildings takes place in accordance with the RIVM guidelines. Het Groene Woud and the buildings PE, A, V and the atrium have an air ventilation system. New measurements were taken this week for a number of classrooms on the Edisonweg where the air circulation was not yet optimal. They are inspected together with the GGD. If necessary, another solution will be sought. For proper ventilation, the air vents and windows must also be open in all rooms. Always leave the air vents open. The tilt windows on the 1st, 2nd and 3rd floors may also remain open after lectures. If you work at HZ you must take into account that there may be low temperatures. Please inform Martine van Ommen, Facility Team Leader, if you do not feel comfortable or if you have any questions.
External exam location
Before the summer break we used the Baskensburg sports hall as an additional exam location. Unfortunately, the hall is no longer available. For days when exams cannot be scheduled at one of the HZ locations, a room has been reserved in the Van der Valk hotel in Middelburg.
HZ crisis team working method
Two teams within HZ are responsible for the monitoring of corona developments and measures. The crisis response team is responsible for policies. The team sets the framework and translates national policy into HZ policy. The crisis response team was recently scaled down, but from now on it will meet again weekly (online). The corona working group is responsible for operational matters. This includes communication, facility adjustments at the locations and answering questions from employees and students. The working group holds weekly consultations and daily contact takes place about current matters.

29 September: more stringent measures
Unfortunately, the corona crisis is not over yet as has become clear from yesterday’s press conference. We therefore have to deal again with more stringent measures in the next three weeks. However difficult this will be at times, we rely on your cooperation to keep our university of applied sciences safe for all of us.
Some important information in the next paragraphs. It is expected that more details about national measures for education will become clear in the coming days.
Study and work at home when possible
Studying and working from home was and remains the standard. We will apply this directive more strictly for the next three weeks. You can only study, take classes and work at the HZ locations – ‘on campus’ - if you are scheduled for them or if there is no other option.We also ask you to organise project work with fellow students online as much as possible.
Tightened travel advice
Travel movements must be tightened as much as possible for the next three weeks. The tightened travel advice does not apply to students and employees if travelling for educational activities. Excursions can therefore take place, for example, as long as they fit in with the (inter)national travel advice and applicable (group) rules. Research activities, on the other hand, are part of the stricter rules. These are not considered necessary travel.
Group sizes
The stricter rules regarding the maximum group size of 30 people indoors do not apply to educational activities. They also do not apply to educational activities at external locations, provided that the 1.5 meters distance is observed. Non-educational events with large groups will be cancelled for the time being as of 30 September.
Propaedeutic ceremonies will not take place
Unfortunately, the planned propaedeutic ceremonies will not take place this way. We are looking for an alternative to make it a festive moment. If necessary, you will be informed via your study programme.
A safe university of applied sciences
It may not always be easy to adhere to this, but the rules at the HZ locations are clear:
- Keep a distance of 1.5 meters
- Follow the walking routes
- Stick to the hygiene rules
- Respect the corona coaches
- Correct each other if necessary
We are continuously learning and evaluating. If additional measures are required at the locations, we will take them.
Face masks
The use of a facemasks remains an individual choice. In laboratories where it is not possible to keep a distance of 1.5 metres, a face mask is compulsory. Specific information will be shared per study programme.
Do you need help?
We understand that these times and measures can have a major impact on you. You may have difficulty studying (online) at home or missing social contacts with classmates. And you may feel lonely or not motivated because of this. Please make this known! Discuss it with your fellow students, study career coach, the student counsellor, or the student psychologist. Do not hesitate and make an appointment if this can help you cope with the situation.
3 September: financial compensation
There are questions about financial compensation. Read here if you qualify for it.
Anyone obtaining their higher professional degree or master’s degree in the period September 2020 to January 2021 will receive a one-off compensation in the first quarter of 2021, amounting to a maximum of 3 months of tuition/course/or tuition fees. For a student in higher education, that would amount to a one-off compensation of € 535. N.B. This regulation applies to students from the Netherlands and to students within the EU.
What do I have to do to receive this financial compensation?
If your details are known to DUO, you do not have to do anything, and DUO will automatically transfer the compensation to you. If data is missing, DUO will contact you to request this data. You will receive the amount no later than March 31, 2021.
